The Business Enterprise Program was created via the Randolph-Sheppard Act of and paved the way for government statutes that provide a "priority" for blind vendors to operate food service facilities in federal and state buildings.

Any New York State resident who is legally blind or deaf-blind and is a United States citizen may be eligible for this program. The Business Enterprise Program (BEP) is administered by the Oregon Commission for the Blind under the Randolph-Sheppard Vending Stand Act, which covers federal properties, and ORS to This state law provides that the Commission for the Blind shall operate vending facilities in or on any "public buildings or properties," defined.

Business Enterprises of Texas serves job seekers and employers by providing employment opportunities to operate food service and vending machine locations on federal, state, and private properties for people who are blind and meet eligibility criteria.

The program priority has broadened through state laws to include state, county, municipal, and private locations as well. The Business Enterprise Program helps you become an entrepreneur by training, licensing and equipping you to work in businesses such as snack bars, cafeterias, rest stops and other merchandising venues throughout the state.

The Business Enterprise Program works with South Carolina Commission for the Blind vocational rehabilitation counselors. The Business Enterprises Program gives legally blind participants the opportunity to operate their own food service or vending facility. This program provides initial training for potential licensees and ongoing counseling and management services to established operators.

Assistive technology has been placed in libraries throughout the state. Classes are being offered in basic and intermediate computer and iPad skills. This initiative is a collaborative effort between The NJ State Library Talking Book and Braille Center, Advancing Opportunities, and the NJ Commission for the Blind and Visually Impaired.

Business Enterprises of Texas (BET) serves people who are legally blind by training them for careers managing food service facilities and providing them food service employment opportunities on state, federal and private properties. Approximately managers are currently employed through BET.

The Business Enterprise Program (BEP) offers persons who are legally blind the opportunity to manage food service and vending operations in public/government facilities.
